Local road gang working during WW1

This photo/postcard is of my grandad, 4th from the left, Edward (Teddy) Parker. It would appear to have been taken around the time of WW1 judging by the soldiers uniforms. My grandad lived in Victoria Rd New Barnet late 1800s to his death in 1952 and I assume the photo was taken locally, but I'm not sure of the exact place. Any further info would be appreciated.
